The most likely solution is a chip with the same name that is underclocked, with the primary Cortex-X2 processing core running at 2.92GHz and the three Cortex-A710 cores running at 2.5GHz.

That won't be the first time that Qualcomm offers a chipset that isn't operating at its highest speed.
